How to Raise a SIM — Guidelines

SIM Submission Process

  1. Select the correct SIM template — Use the marketplace-specific link above.
  2. Provide complete ASIN list — Include all ASINs in a single SIM. Attach a spreadsheet if needed.
  3. Include vendor details — Vendor name, vendor code, and source country.
  4. Expected SLA — Classification output returned within 7 working days.
  5. After receiving output — Check if any PTs fall under regulated scope requiring lab engagement.

Common Blockers & How to Resolve

Missing Product Details

Brand, model, or HS code missing from invoice. Fix: Request corrected Commercial Invoice from vendor with all product specs.

Mismatching Invoice vs Product

Details on invoice don't match actual product. Fix: SCOC must be reissued — vendor provides updated documents.

Missing Technical Documents

Vendor failed to provide test reports or certificates. Fix: Vendor must submit required docs; may need lab engagement.

Inactive HS Code on SABER

HS code not available in SABER system. Fix: TC team will advise alternate/updated HS code.

Required Documents for SCOC Application

  1. Commercial Invoice — with brand, model, HS codes, quantities, and values
  2. Packing List — detailed breakdown of cartons, weights, dimensions
  3. Bill of Lading (BOL) / Airway Bill (AWB) — shipping document from carrier
  4. Product Details — brand name, model number, country of origin, HS codes for each item

Non-Compliant ASINs Sidelining (AE)

Process for sidelining products that don't meet Dubai Customs regulatory requirements.

  1. GTS-TC identifies non-compliant ASINs — During import/customs clearance.
  2. GTS-TC raises to GTS-PC — Via email notification.
  3. GTS-PC raises to 3PL (SGS) — To clear shipment with customs; non-compliant ASINs will be sidelined.
  4. GTS-PC emails DI Ops — To prepare 3P warehouse for non-compliant ASIN inbound.
  5. GTS-PC sends pre-alert — To DI Ops, Retail, Legal (includes: ASINs affected, issue, purpose, destination FC).
  6. DI Ops sidelines ASINs — In 3P warehouse; sales remain blocked.
  7. Once compliant, GTS-PC releases — Communicates to DI Ops to send to FC.

Enabling GFD selection into AE market through Dubai Municipality exemptions for cross-border inventory transfer (US-AE / UK-AE).

  1. GFD Business prepares quarterly ASIN list — For import into AE.
  2. Open SIM ticket for Manual Classification (MC) — To classify ASINs.

Currently, there are list of HTS codes in AE for which enforcement at border does not exist, we classify these HTS codes are low risk irrespective of PT, for these ASINs vendors do see the requirement to update documents on VC.
Note that once CDS gating process is launched, all ASINs with high risk PTs will start to get gated.

You can have an ASIN that the HTS is unrestricted but it is unsupported for Direct Import (exmaple: Treadmills HS Code is nonregulate/unrestricted in SA, but as they are electrical producs, we set minimum requirements to guarantee 1- safety and 2- compliance with SA requirements.)This also applies to all the ASINs that fall under Amazon Policy PTs. On the other hand, we might have an ASIN with a regulated HS Code but we consider as low risk product (example: Kitchen Organizers are regulated underTechnical Regulation for Food Safety in Tools and Appliances Used in Kitchen in SA, but, we consider them as low risk and classify them under General_Use PT.

As the Exporter of Record in the exporting country the Vendor is liable incase of any misdeclarations, sharing AE or SA HTS codes (which could vary from the exporting country) will cause confusion and Vendor could risk Amazon's reputation incase of misdeclarations

Knowing upfront compliance cost while launching any CE or Toys brand is not straightforward. The costs depend on how many certificates are required to be issued, usually, one certificate is issued per model, which is a group of ASINs with different variants e.g. size, color.
Also, some ASINs within a brand might require one or more certificates that can add to complexity in determining total cost.
To launch a brand, VM needs to align on the selection with vendor, and the condensed list of ASIN needs to be shared with Labs for evaluation. Labs would provide an estimate of costs to the vendor basis ASIN/model grouping output

Shipment Certificate of Conformity is a mandatory certificate issued through the SABER platform under the authority of the Saudi Standards, Metrology and Quality Organization (SASO). The SCoC proves that a specific shipment of goods entering Saudi Arabia conforms to applicable Saudi standards and regulations before customs clearance.
To Apply for a SCoC we will need: 1- Commercial Invoice, 2- Packing List, 3- Bill of Lading / AWB, 4- Product details such as model, quantity, serial/batch numbers, COO, product description, Trademark and Brand Name/Vendor Name.
There might be several challenges for SCoC applications:
1- Missing product details
2- Wrong/mismatching product details between the invoice and real product (here we might have to reissue the SCoC)
3- Missing/noncompliant Technical Documents (the vendor would have to provide the needed documents if they failed to do so we will have to delist the ASIN)
4- While applying for the SCoC, if any of the HS Codes was inactive/not available on SABER system TC will have to advise with the alternative HS Code and we need a revised invoice to proceed.
In the ideal state, the SCoC would need 2-3 day (for application and approval) afte the technical review is compliant. If we proceed with the labs, the SCoC will cost $200 (excluding government fees). For the Inhouse process, SCoC charge is $0, we only pay the govenment fees (SADAD)

For DI Core, the current acceptable confidence score for WW geographies is 0.97 , meaning 97% accuracy score. The higher the confidence score is, the more accuracte the classification is.
When ASINs are injected for automated classification, the output of those ASINs also provides a confidence score along with HTS code.
CustomML output provides an output of 0.955 (95.5% accuracy) and can be performed by ingesting ASINs in bulk with STL team (shabeek@)

The alignment with GSRC team is to provide an output for TC and PC within 7 days of request, and delays beyond the timeline can be escalated. There maybe exceptional circumstances where the backlog maybe higher, leading to a higher wait time.

An ASIN maybe subject to multiple norms by internal teams that work on customer safety viz. DG (Dangerous Goods), Hazmat, etc. TSE (Trustworthy Shopping Experience) team is one such team that works on implenting right safety norms for selection that we offer to customers. The scope of Product compliance and TSE may be different and we can have instances where restrictions are applied to produce by TSE which are unblocked by PC, and vice versa. Solutioning for such scenarios needs to be independently completed with the respective team

The customs broker submits shipment documents and its details for each import shipment and then adds list / selects the product HTS codes to submit in the declaration application. Upon submitting the declaration, Customs reveiws the shipment as per HTS codes (for import requirments, restrictions, licenses etc.). Subject to customs judgement the shipment could then get selected for inspection or could be approved immediately.

VM can know Product_type and compliance requirements through ML-based classification, that have a classification accuracy score of 0.955. The process to request for customML classification is same as raising SIM in current PC SIM inflow, and request shabeer khan (shabeek@) to provide update on customML classification. Currently, the throughput of customML SIM inflows is 65 for every 100 ASINs ingested, but will improve in future with more rule-writing completed

TC vs PC — What's the Difference?

Trade Compliance (TC)

Focus: Customs & duty classification

  • Provides accurate HTS codes for import/export
  • Determines duties & taxes owed to customs
  • Ensures proper customs declarations & documentation
  • Handles export control classifications (ECCN)
  • Manages customs clearance processes
"Unrestricted HTS" = Can clear customs from duty perspective. Does NOT mean product is safety-compliant.

Product Compliance (PC)

Focus: Product safety & regulatory requirements

  • Classifies products into Product Types (PTs)
  • Determines required certifications & test reports
  • Reviews vendor-submitted compliance documents
  • Ensures products meet destination safety regs
  • Manages risk levels (RL1–RL6)
Both TC & PC are required — HTS enables customs clearance; PT ensures safety compliance.

Non-Inventory Imports (NI)

Non-Inventory Business differs from Retail and DI Programs — typically not selling inventory to consumers, no ASINs. Covers repurposed inventory movement for new FC/office launches.
